About

The UK Government’s Centre of Expertise in Green Cities and Infrastructure responds to the impacts of climate change and poverty by accelerating the delivery of sustainable cities and resilient infrastructure.

The Centre of Expertise deploys the UK’s expertise in infrastructure planning and inclusive urban development across a range of countries, supporting our partner governments to invest in resilient infrastructure, create jobs and enhance productivity. The Centre of Expertise brings together the skills and capabilities of the private sector with the expertise of UK public agencies, creating a platform for delivering effective policy solutions to key challenges facing national governments and cities.

The Centre of Expertise is implemented primarily through the Green Cities and Infrastructure Programme (GCIP), which is managed by a PwC-led consortium including Mott MacDonald, Engineers Against Poverty, Adam Smith International and MDY Legal. Further expertise is provided by our eight delivery partners: British Geological Survey, BSI, Connected Places Catapult, Crossrail International, Infrastructure and Projects Authority, Ofgem, Ordnance Survey and Transport for London. In addition to GCIP, several other programmes under the Centre of Expertise also contribute to greener cities and infrastructure: the Climate-Compatible Growth Programme, the Urban Climate Action Programme, Transforming Energy Access, and Modern Energy Cooking Services.

Assistance Criteria

Green: We are committed to supporting governments to accelerate their transition to net zero through both adaptation and mitigation projects. This includes adaptation and mitigation measures that support the planning and delivery of resilient infrastructure systems and enhance connectivity within cities.

Resilient: We will support our partner countries to bolster their resilience to natural hazards including urban floods, heat waves, sea level rise and urban population growth. This includes nature based solutions and measures that support governments to prepare for and respond to climate change impacts.

Integrated: We will focus on delivering projects that enhance the quality and resilience of infrastructure and urban systems rather than single infrastructure assets. Therefore, we will not provide support to projects that do not form part of a wider infrastructure development plan or system.

Inclusive: We will ensure that women and vulnerable groups (children, people with disabilities, informal workers and low-income communities) benefit from the projects we support, recognising that their inclusion in the early stages of an urban infrastructure project is essential to maximising development impacts.
