Enabling Frameworks


The goal of the Enabling Frameworks Action Group (EFAG) is to strengthen legal, regulatory, and policy frameworks that boost climate finance for cities. It does so by highlighting the role of key stakeholders (like National Governments, National Development Banks, and MDBs) who can reform and strengthen enabling environments.


Enhancing the Role of National Development Banks in Supporting Climate-Smart Urban Infrastructure

This paper is developed under the framework initiative Leadership for Urban Climate investment (LUCI) that is hosted by the Cities Climate Finance Leadership Alliance. LUCI identifies the need to increase the understanding of National Development Banks’ (NDBs) experiences and challenges with financing urban infrastructure projects.

Alliance Action Group Learning Sessions

CCFLA’s Project Preparation Action Group (PPAG), Enabling Frameworks Action Group (EFAG), and Financial Toolbox Action Group (FTAG) invite interested members and external organizations to join thematic sessions throughout 2022 that will include guest speakers and engaging panel discussions. The purpose of these learning sessions is to discuss relevant key topics related to urban climate finance.
