The RCC Project Preparation Program works with local governments and other local project developers to increase resilience value in the conception, design, and pre-feasibility development of new projects, readying these projects for technical feasibility work and for preliminary discussions with funding and finance providers. RCC’s approach focuses on working with local governments better leverage their own assets, revenue streams, and market-building powers to finance locally-led projects, and to build their own mechanisms and capacities for project financing. We work with local partners to prepare the business case, roadshows, and proposals to pursue funding and/or finance.
While providing technical and funding support to prepare a project’s preliminary designs and a detailed concept note, RCC also focuses on building the capacities of local governments to translate their city-wide resilience and climate plans into project portfolios. We provide training in project design and preparation.
Assistance Criteria
Criteria for program participation vary with each call. However, all require i) a clear project owner, ii) clearly defined resilience, equity/justice, and/or sustainability/SDG objectives, and iii) a clear commitment and readiness to work on both preparation of the project(s) and the local capacity-building dimensions of the RCC program.
