First Convening of the CCFLA Brazil Local Hub

CONTEXT 

Over 87% of Brazil’s population lives in urban areas1, yet cities are not adapting their infrastructure quickly enough to keep pace with escalating climate risks. Extreme weather events such as droughts, flash floods, and riverine flooding in cities cause average annual losses of BRL 13 billion (0.1% of Brazil’s 2022 GDP), and these costs are likely to increase without urgent action. In 2024 alone, an estimated 1.13 million Brazilians were displaced by climate-related disasters. 

This highlights Brazil’s dual challenge: closing persistent infrastructure gaps while responding to intensifying climate impacts. A major barrier is financing: Brazilian municipalities have historically struggled to access the needed resources for urban infrastructure, and the scale of investment required for adaptation is huge. The growing flow of national and international climate finance presents a transformative opportunity to address longstanding infrastructure deficits and drive sustainable urban development, with a particular focus on mitigation and, critically, climate adaptation. 

As part of the CCFLA 2025–2030 Strategy, members called for localized, context-specific solutions to overcome urban climate finance barriers. CCFLA created the Local Hubs to deliver on this vision and drive its regionalization efforts. 

After launching the first Local Hub in Central Asia, CCFLA has now established its second in Brazil, with support from IKI/BMWE. In Brazil, 35 global CCFLA members are already active. CCFLA also identified 15 additional local institutions, bringing the total to 50 key stakeholders mapped under the Brazil Hub. Since January 2025, the Secretariat has led consultations, mapped the landscape, and co-developed the strategy, while building relationships with local actors. 

MEETING GOALS

By convening key actors through the Brazil Hub, CCFLA aims to foster alignment, strengthen collaboration, and co-create solutions to advance urban and subnational climate finance in the Brazilian context. 

The first convening will: 

  1. Present and validate the Brazil Hub Mapping Exercise 
  2. Co-define priority topics for future convenings 
  3. Enable strategic dialogue, coordination, and knowledge-sharing among key actors in Brazil’s urban climate finance ecosystem
