Project Preparation

CCFLA strengthens the project preparation ecosystem that helps cities turn climate action plans into bankable, investment-ready projects. We improve information, coordination, and relationships among project preparation facilities, giving cities access to high-quality support.

Many cities have strong climate plans but struggle to translate them into projects that can actually attract finance. Project preparation support is often fragmented, difficult to navigate, and under-resourced – leaving cities without the foundations they need to move forward.

 

As a result, promising projects stall before reaching implementation. This workstream exists to change that: by strengthening project preparation systems and improving coordination across existing support mechanisms, we help cities bridge the gap between planning and investment.

What we want to do:

• Strengthen collaboration among Project Preparation Facilities (PPFs) to reduce duplication and improve coordination.

• Bring investors into project preparation earlier, so projects are better aligned with financing requirements from the start.

• Build local project preparation capacity through CCFLA’s Local Hubs.

• Expand shared project preparation tools and resources.

• Deepen research and knowledge-sharing on effective project preparation approaches.

How we are doing it:

Knowledge

Centralizing information about PPFs through the Project Preparation Resource Directory, while expanding through our analytical publications to strengthen project preparation and improve the pipeline of urban climate projects.

Coordination

Convening the Project Preparation Action Group, alongside targeted networking events and workshops, to share insights, exchange best practices, and strengthen collaboration across the project preparation ecosystem.

Policy Engagement

Promoting the importance and value of project preparation and emphasizing the opportunities it creates for urban climate investors, donors, and financiers through policy engagement, events, and communications.

PPF Connector Partnership Assessment Brief

This brief highlights lessons learned over the last 12 months through the PPF Connector program (September 2024 – September 2025). It focuses on learnings relevant to the international project preparation ecosystem, drawing on insights from the PPF Connector program.
