Regions4 is an international non-profit network representing regional governments at the forefront of sustainable development, climate action, and biodiversity conservation. Legally established in 2002 and headquartered in Belgium, Regions4 has over two decades of experience championing the voice and action of regional leaders on the global stage and supporting them in developing adaptation, SDG and biodiversity plans and actions.
Today, Regions4 unites over 55 member governments from around the world, with strong representation across Europe, Latin America, Africa, North America, and the Asia-Pacific region. Through our flagship initiative, RegionsAdapt, we also coordinate a global cohort of 80+ regional governments committed to building resilience and advancing the Race to Resilience campaign.
By connecting regional voices to global processes and strengthening peer-to-peer collaboration, Regions4 continues to lead the way in scaling up inclusive, place-based solutions for a sustainable and nature-positive future.
Regions4 works closely with subnational governments, states, regions, and provinces, that engage local actors across their territories, including cities and communities. Our focus is on helping regions build enabling environments that support effective local action on climate and biodiversity. Access to finance remains one of the greatest challenges, especially for regions in developing countries, making it a central pillar of our work.
We facilitate knowledge exchange among our members, showcasing innovations and best practices that unlock finance at the regional level.
Through our engagement in global and regional processes, such as the UNFCCC, CBD, and key EU initiatives, we elevate regional voices and demonstrate their contributions to global goals. For example, through the Pathways2Resilience project, which we support with other partners, we are helping more than 150 European regions develop adaptation strategies and investment plans..
To further strengthen this work, we are advancing three key initiatives that align closely with CCCFLA’s mission:
- Just Resilience Action Platform (JRAP): A new initiative focused on Just Resilience, aimed at identifying and supporting bankable regional adaptation projects.
- 2025 RegionsAdapt Progress Report: A forthcoming publication highlighting finance barriers and showcasing innovative solutions from subnational governments’
- RegionsAdapt Toolkit: A practical guide designed to help regional governments navigate adaptation planning and access climate finance more effectively.
Through these efforts, Regions4 continues to empower subnational leadership as a driving force for climate resilience and nature-based solutions.
While CCFLA has traditionally focused on mobilizing climate finance at the urban and city level, Regions4 sees a compelling opportunity to expand this scope to include state and regional governments. In many national contexts, regional authorities are uniquely positioned to channel funding – from international, national, or subnational sources – down to municipalities, while also creating enabling policy environments that benefit multiple local jurisdictions.
Regional governments often oversee cross-cutting planning and regulatory instruments that allow for multi-jurisdictional, urban-rural initiatives, essential for scaling effective adaptation and resilience solutions across entire territories. Their strategic position makes them key actors in delivering integrated, inclusive, and territory-wide climate action.
Regions4 is keen to collaborate within the CCFLA platform to explore, alongside other interested members, the strategic value and practical pathways of a multi-level approach to climate finance, one that strengthens coordination across governance levels and unlocks new opportunities for resilience investment.
We are part of different subnational networks such as LGMA, CHAMP, Race to Resilience, and Marrakesh Partnership, among others.
We are eager to learn from the valuable tools, best practices, project pipelines, and financing facilities that CCFLA and its partners have developed for cities. Our interest lies in exploring how these city-focused resources can be adapted and expanded to support the broader subnational level, particularly regional and state governments, unlocking greater impact across entire territories.
We hope to share our knowledge products, tools, and best practices with the CCFLA network, particularly insights gained from working with regional governments on climate adaptation, resilience, and finance. With over 20 years of experience supporting subnational action, Regions4 brings valuable lessons on enabling multi-level governance, mobilizing finance at the regional level, and designing cross-jurisdictional adaptation strategies. We are especially keen to contribute findings from initiatives such as RegionsAdapt and Pathways2Resilience, as well as forthcoming tools like the Regional Climate Finance Accelerator, the RegionsAdapt Toolkit, and the Just Resilience Action Platform. At the same time, we look forward to learning from the CCFLA community, especially the innovative financing instruments, project pipelines, and capacity-building efforts developed for cities. We see great potential in adapting these tools to the broader subnational context and exploring synergies that strengthen regional-city collaboration, unlock finance across governance levels, and scale resilient investment across diverse territories
