Financing the Systems that Make Housing Work – Bridging Public Priorities and Private Capital for Resilient Cities

Organized by ICLEI – Local Governments for Sustainability (ICLEI), this session will examine how financing systems operate in practice and how stronger coordination across the financing value chain can improve access to capital for city-led service delivery projects. The discussion will explore the practical barriers that shape project success, including information gaps, institutional coordination, risk management, and the country-based financial expertise needed to turn national and local priorities into investable urban projects.

Green Affordable Housing at Speed and Scale – Delivering decarbonised, resilient and locally sourced homes

Organized by European Bank for Reconstruction and Development (EBRD), World Resources Institute (WRI), and Azerbaijan Green Building Council (AzGBC), this session will explore practical pathways to deliver affordable, low-carbon, and climate resilient housing at scale. Bringing together city leaders, investors, and technical experts, the discussion will highlight innovative approaches in sustainable design, construction, and finance that can accelerate housing delivery while advancing climate, resilience, and social goals.

Co hosted by World Bank (WB) and Asian Development Bank (ADB), this session will explore how to expand access to finance for cities and subnational governments to meet growing urban infrastructure needs. Bringing together city leaders, financial institutions, and investors, the discussion will highlight practical reforms and financing solutions to strengthen municipal creditworthiness, improve enabling environments, and mobilize private capital for sustainable urban development.

Enabling Urban Climate Finance: Lessons from the CCFLA/Urban-Act Enabling Framework Conditions (EFC) Assessment Tool

Co-hosted by Cities Climate Finance Leadership Alliance, United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), and United Nations Economic Commission for Latin America and the Caribbean (UNECLAC), this event will showcase the CCFLA/Urban-Act EFC Assessment Tools, designed to help cities identify strengths and gaps in enabling conditions for urban climate finance. The session will feature insights and experiences from pilot implementations in Santa Fe, Maringá, and Coimbatore, highlighting how these tools can support cities globally in strengthening climate finance readiness.
