Enabling Framework Conditions Assessment for Subnational Climate Finance in Indonesia

Indonesia needs roughly $285 billion by 2030 to meet its climate targets, but subnational governments, who do much of the on-the-ground adaptation and mitigation work, generate little revenue of their own and depend heavily on national transfers.
